NPTE 2008 INVITATION
The annual National Parliamentary Tournament of Excellence
recognizes the finest competition in American parliamentary debate.
Please read this invitation carefully--ESPECIALLY SECTION
1 BELOW as we need to know if you will be attending BY THE DEADLINE NOTED.
The NPTE has rules and procedures unique to and in accord with its objectives
of excellence.
The tournament is being held at the
UNIVERSITY OF PUGET SOUND Saturday and
Sunday, March 15 and 16. The NPTE Board and the University of Puget Sound
are ready to host a great tournament of outstanding competition.

If you have received a bid and you plan to compete
at the tournament, you should e-mail Jim Hanson AND Jason Steck with the following information by the deadlines noted below:

Each
team needs one full time judge to be covered.
NOTE:
if you don’t know who your judges will be at this point, state that but note
that fees for hiring judges are extremely high--see below.

NOTE: You pay your entire fees when you arrive BUT
sending in your confirmed entry obligates you to pay the entire fee for your team
even if they do not attend for ANY reason.
Deadlines for your bid acceptance
1.
First Round Bids Acceptance Deadline: ACCEPT BY FEB. 7, 2008, 8PM Pacific
Coast Time.
2. Second Round Bids Acceptance Deadline: ACCEPT BY FEB. 20, 2008, 8PM
Pacific Coast Time.
The deadline is no later than 12 days after the second-round bids have been
announced, which will be by the Thursday after the First Saturday in
February.
3.
At large and Opportunity Bids Request
Deadline: SUBMIT BY FEB. 20, 2008, 8PM Pacific Coast Time.
If you
request an At-large or Opportunity bid and
receive one, you are required to take it, including the $240 team fee.
If you
do not plan on attending, please tell us as soon as possible.

SATURDAY, MARCH 15, 9 a.m. to 9:45 p.m. 6 preliminary
rounds POSSIBILITY OF A RUNOFF ROUND which for those select teams would last
until 11:30pm.
SUNDAY, MARCH 16, 9 a.m. to Midnight Elimination
rounds
University of Puget
Sound. Debates will occur in the Thompson (main area) and Wyatt buildings.
--$240 per team (includes food for both debaters and the
judge covering the team if you bring a judge).
--additional observers or judges beyond one judge/coach
per team: $30 per person.
--Breakfast, lunch and dinner are provided both days of
the tournament. A wide variety of food will be provided including meat and
vegetarian options. If you have an unusual dietary need, please e-mail Jim

--Hired Judging Fee: $500 per uncovered team. Please avoid
hiring judges. Our high fee is charged so that we can avoid shortages of
judges and so that, if needed, we can fly in quality critics for judging as
our local supply of judges is very limited. NOTE: You must bring at least
one judge and you may only hire one judge. Each team needs one judge to
be covered as rounds are double judged.
--EXAMPLE FEES: You have two teams and two judges plus one
observer. Total fee is 2 x $240 plus $30 food fee for your observer. Total:
$510.
--All payments should be made to the “NPTE.”
--You make your entire payment when you arrive at the
tournament.
--We do not need a deposit. However, when you
confirm your entry, you owe the fees even if your team does not attend for
any reason.
1. You
must bring at least one judge to the NPTE.
2.
You are required to provide ONE QUALIFIED JUDGE FOR EACH TEAM you bring to
the NPTE.
3.
Only qualified judges may judge; Qualifications for judging are listed below.
4.
YOU MAY NOT HIRE MORE THAN ONE JUDGE.
5. Judges
are required to give one team the win and to give the other team the loss.
6.
JUDGES ARE REQUIRED to judge 2 rounds after their teams have been eliminated
from competition. Highly preferred judges are expected to continue to judge
after that and will be compensated for doing so.
7.
If you need to hire a judge, the fee is $500. PLEASE AVOID HIRING JUDGES. Our
high fee is charged to avoid judging shortages and to hire people who may
need to fly in to the tournament.
DETAILS, JUDGING QUALIFICATIONS
The
NPTE President shall ensure all judges used are qualified according to the
following criteria:
a.
Judges must have at least two full years experience coaching, judging, or
competing in intercollegiate debate.
b.
Judges with remaining eligibility to compete in undergraduate parliamentary
debate shall explicitly forfeit all such future eligibility before being
deemed qualified to judge at the NPTE.
c.
Judges with only non-parliamentary debate experience must agree to attend a
short training exercise about the rules and conventions of parliamentary
debate prior to the tournament.
d.
All judges shall be required to submit a judging philosophy two weeks prior
to the NPTE tournament.
e.
The NPTE President may give special consent to particular judges deemed
qualified for the tournament or, if in an emergency, for judges needed to
keep the tournament running.
f.
Judges shall judge two rounds past the elimination of their teams. Further,
before the third elimination round, a member of the tab room will request
that judges who are highly preferred continue to judge further elimination
rounds. These judges shall be compensated for extra rounds that they judge.

TRANSPORTATION FROM THE AIRPORT: You can rent a vehicle or

Form early the week of the tournament. PLEASE COMPLETE YOUR JUDGE PREFERENCE
FORM BY THURSDAY NIGHT, MARCH 13--the day before registration for the
tournament occurs. We will assign your judges randomly otherwise. Look for
confirmation that we received your judging preferences.
